The Wrong Side of the Digital Divide

Residents in an affordable housing high rise in an urban area of Ohio were relying on slow internet (28 Mbps) which they were getting for free, but it was not meeting their bandwidth needs.

A local non-profit group was awarded $20 million to deliver a low-cost internet program throughout the city delivering a minimum of 100 Mbps per customer for a price of $18/month. As part of the award, the group promised to connect a specific number of homes in a very short time frame, so time was of the essence. On their list of properties needing to be upgraded was a specific high rise that provides eligible low-income individuals and families with quality, safe, affordable housing.

Residents in affordable housing units are, in many cases, on the wrong side of the “Digital Divide” because they cannot afford to pay a high monthly fee for high-speed broadband services. Programs are being developed across the United States to address this issue, but it takes time, resources, and the right technology to close the current gap. The high rise was built in 1955 and refurbished in 1990 so the telecommunications wiring in the building is made up of twisted pair phone lines.

The Challenge

The local non-profit group, acting as the ISP, needed to find a solution that would deliver the high-speed broadband services they promised but needed to find a cost-effective way to enable those services utilizing the existing wiring in the building. Installing fiber in a 60-year-old building was not an option because it would have been very expensive and disruptive to the residents. Cable was also not an option because the building was not wired for coax.

The ideal solution would not only be cost-effective but would also meet the grant requirements specified for affordable housing units.

The Solution

ESS Networks, a highly experienced telecommunications integrator, was selected to provide the right solution for this critical project. ESS specializes in high-density private housing, government programs, as well as business and residential connections. The ESS team chose to partner with Actelis Networks and deploy the company’s GigaLine 900 solution within the high rise.

The GigaLine 900 dynamically allocates Gigabit, fiber-grade services to each apartment unit utilizing the existing phone lines or coax within the walls of the building or via Ethernet. It is quick to deploy and a very cost-effective way for ISPs to bring broadband services to residents that need more bandwidth. The solution is environmentally friendly as well, with a power consumption of only 5 watts.

The GigaLine 900 solution is made up of the GL916, a 16-port G.hn PON extender that is typically deployed in the telecom room or basement of the building, and the GL91, a very compact G.hn Ethernet bridge that is placed in each apartment and connected to the customer’s WiFi gateway. Each GL916 can bring services to up to 16 apartments. Multiple GL916’s can be stacked to reach more apartments. The GL91 is able to interface with any WiFi gateway.

The Outcome

Additionally, connecting the high rise so quickly means that the non-profit group can move on to connecting other buildings in the city, helping them to keep their stated goals of deploying affordable internet services throughout the city.

This order is part of a city-wide traffic management system modernization project where the Actelis solution enables connectivity from the city’s traffic operations center out to newly installed traffic controllers at each intersection.

Bakersfield is a major city in California with a population of over 400,000. As a significant economic and cultural hub, managing traffic flow and improving traffic safety are both of major importance. One key stated objective the city has in its 2023/2024 plans is to deploy adaptive signal timing which can provide improved travel experiences and a reduction in traffic congestion, leading to safer roadways. However, to enable such a technology to thrive, fiber-grade network connectivity is needed to enable real-time communication between the central control center and individual intersections. Actelis’ patented hybrid-fiber technology was chosen to give the city the fiber-grade performance it needs to achieve its objectives.

The city currently has a mix of fiber and copper wiring existing in its network, which is why the Actelis solution is an ideal choice for Bakersfield. Traditionally, a city would consider replacing the copper in the network with fiber because of performance concerns. However, the cost to deploy new fiber to intersections is expensive and time consuming. Actelis eliminates those costs, as well as the engineering efforts, by providing its patented solution that makes the copper perform like fiber, giving the city one single reliable, secure high-speed network transmitting valuable traffic information to the traffic management system in real-time.

DDOT currently utilizes a mix of fiber optic and copper cables to communicate with all Intelligent Transportation System (ITS) assets city-wide including traffic signals, Closed Circuit cameras (CCTV), roadway weather systems, and data collection sites. These systems are critical to DDOT’s ability to command and control traffic signals through the evolutionary changes the city is experiencing in enhancing its intelligent, secure transportation management, and to provide situational awareness to the public and a vast number of local and regional stakeholders. These systems are also critical in an ongoing effort to manage traffic flow, special events, and daily incidents that impact the safety of all modes of travel within the city.

The Actelis IoT solution components will communicate with DDOT’s various central systems at the agency’s transportation management centers, the city’s Advanced Traffic Management System (ATMS), and critical homeland security support systems. Current Challenges

1. There are many existing and potential customers living within MDUs that providers cannot serve today with Gigabit services

A provider may have successfully deployed fiber to a building or installed a fixed wireless antenna on the roof but that is only half the battle. The majority of multi-family buildings do not have available fiber within the walls of the building, which may be limiting potential revenue opportunities because Gigabit services cannot be deployed.

2. Rewiring a building with fiber

  • High Cost: Wiring a building for fiber can cost up to $1,000 per door depending on where the building is located. This is a large amount of money that needs to be invested upfront with no guaranteed ROI timeline.
  • Time: Building rewiring takes time away from deploying other projects. There is pre-planning with the landlord and IT staff, design work, and installation, all of which takes the focus away from other revenue generating opportunities.
  • Landlord: The landlord may not want to incur the cost of rewiring the building or may not approve because it could disrupt the lifestyle of the tenants.

The City of Napa is the cultural center of California wine country, and its vibrant downtown is home to many local restaurants, wine tasting rooms, boutiques, and public art installments. Like many popular destinations where there is a strong combination of drivers, bikers, and pedestrians, Napa is very concerned with traffic safety. In September 2022, City Council adopted Napa’s Local Roadway Safety Plan (LRSP) which created a framework to systematically identify and analyze traffic safety related issues and recommend projects and countermeasures. Two key elements of the LRSP are:

  1. It is a data-driven safety plan, so the collection of data is ultra-important.
  2. Improvements to the city’s traffic signal timing (e.g. the coordination of the length of red, yellow, and green lights) needed to occur.

Sitting inside the city’s traffic cabinets, the newly installed Actelis hybrid-fiber switches provide fiber-grade connectivity to the intersection, transporting critical traffic related information back to the city’s traffic operations center. In order to reduce the number of collisions, traffic signal patterns can be modified, and Actelis’ system enables the city to make remote signal timing changes as needed.

The City of Napa and Econolite chose Actelis for this important project for two main reasons – networking flexibility and security. This new solution is designed to help network operators solve the challenge of deploying multi-Gigabit connectivity over thousands of feet in a secure, instantaneous, and economical manner by extending fiber connectivity utilizing existing copper and coax wiring. Additionally, with GigaLine 800, operators of smart rail, smart campus, smart city as well as industrial and military networks have a fast path to completing their IoT projects on time and under budget.

Instant, Cost-Effective Deployment of Secure Multi-Gigabit Connectivity Over Extended Distances Is Now Possible With the GigaLine 800 Series

In recent years, network providers have made strong progress in deploying fiber, however, in millions of cases it has not been economical to install fiber all the way to a building, a specific location or device. For example, today fiber is installed nearby or “passes” approximately half of the primary homes in the United States, however, less than half of those homes in buildings that are “passed” by fiber are actually connected to the fiber outside. Getting fiber all the way to a home or business is expensive and time consuming due to construction costs, labor shortages, permitting issues and landlord-carrier friction. Actelis’ new GigaLine 800 aims at extending the fiber connection to all the buildings that fiber does not reach and helps get broadband services all the way through to homes or offices. Installation is instant and low cost by utilizing the wiring that is already present in the building. Similarly, all IoT applications that require secure, high speed, long reach connectivity to cameras, radars, small wireless or Wi-Fi base stations, or other devices may enjoy similar advantages.

The GigaLine 800 solution delivers 5 Gbps over the last 1,000 feet and 1 Gbps over the last 3,000 feet closing the gap between the fiber termination point and the out of fiber reach building. The installation process is simple, saving providers the time and cost of digging up concrete while eliminating the need to obtain permits. The GigaLine 800 can be configured for point-to-point or point-to-multi-point applications, with capability to connect multiple buildings or IoT devices from one unit.

Actelis places high importance on network security when designing its products which is why it incorporated high-end security protocols into the GigaLine 800. The device features 256-bit MACsec encryption and integrates seamlessly with Actelis’ encrypted MetaASSIST element management system to offer protection at the switching, transmission, and network management levels. The GigaLine 800 also supports FIPS cyber-security standards as required by DoD for sensitive applications.
